The AP says an 11-page report outlines the proposal, allegedly calling for immigration reinforcements in cities like Portland and New Orleans. White House Press Secretary Sean Spicer says the report is “100 percent not true.” ”There is no effort to utilize the National Guard to round up unauthorized immigrants,” Spicer said, calling the report “irresponsible.” A Homeland Security official reportedly described the document as a very early draft that was not seriously considered. Four states that border on Mexico are included in the proposal — California, Arizona, New Mexico, and Texas. The document also reportedly includes Oregon, Nevada, Utah, Colorado, Oklahoma, Arkansas, and Louisiana. Governors in the 11 states would have had a choice whether to have their guard troops participate, according to the memo.
